Monrovia, May 5, 2025 — Liberia’s  Transport Minister Honourable Sirleaf Ralph Tyler has officially signed the Codification of Administrative Regulations of the Ministry of Transport.
The signing ceremony, held at the Ministry’s headquarters in Monrovia, marks a major milestone in the Ministry’s ongoing efforts to formalize and enforce comprehensive regulations that govern all transport-related businesses and services operating under its jurisdiction.
The newly codified regulations cover a wide range of administrative and operational guidelines affecting commercial vehicles, motorbikes, tricycles, freight companies, driving schools, transport terminals, logistics operators, and other entities directly linked to the Ministry. It sets clear rules for licensing, compliance, safety, environmental standards, and ethical practices.
Speaking during the signing event, Minister Tyler emphasized that the codification process is part of a broader reform agenda aimed at ensuring efficiency, professionalism, and accountability across the transport industry.
“The transport sector is the lifeblood of our economy. These regulations are not meant to burden operators but to create order, safety, and predictability in how transport-related businesses function in Liberia,” said Minister Tyler.

He called on all transport-related business owners to abide fully by the newly codified regulations, noting that compliance will not only enhance safety and service delivery but will also improve investor confidence and public trust in the sector.

In a strong policy signal, Minister Tyler also appealed to the *Liberia National Police (LNP) to assist with the *enforcement* of these regulations, particularly those relating to road safety, vehicle inspections, and operator compliance.

“We cannot enforce these regulations in isolation. We need the Liberia National Police, especially the Traffic Division, to stand with the Ministry in upholding these standards across the country,” he added.

The codification is expected to bring clarity and consistency to the Ministry’s administrative procedures, reduce bureaucratic bottlenecks, and support the digital transformation of regulatory processes in the near future.

Stakeholders from both the public and private sectors who witnessed the ceremony praised the Ministry’s initiative as a bold and necessary step toward modernizing Liberia’s transport landscape.

As the regulations go into full effect, the Ministry of Transport has promised widespread public education campaigns, stakeholder engagement forums, and transparent enforcement mechanisms to ensure compliance and support for business owners.
